The owner, Ramone Paerce, told Channel 11 his staff and business are not involved with the shooting.
He believes it started from an argument between two customers who knew each other. Court documents confirm that Carter told police she and the woman she’s accused of shooting had an “ongoing dispute” that began in 2023.
“I’m just heartbroken somebody lost their life in my business,” Paerce said. “I seen it happen. I don’t know how to get over that.”
Paerce said that, moments before the shooting, the victim stood over Carter, who was sitting down, and the two were arguing. Court documents state Carter told police that the woman was trying to get her to go outside and fight.
He said one of his employees, who is 19 years old, tried to step in to calm things down.
Seconds later, Paerce said Carter pulled out a gun from under the barber’s cape and shot the customer.
“Everybody ran to the back,” he said. “I was pushed over in the corner a little bit, looking around. I seen the lady yielding the firearm. I asked to please just go. She still had the cape around her neck.”
Officers performed CPR on the victim before she was taken to a nearby hospital, where she later died.
The Allegheny County Medical Examiner’s Office identified her as Rayon Williams, 26, of McKeesport.
Curry Brown, who works at Smoke Goodies nearby, said he heard the gunshots and saw police rushing into the barbershop.
“Sitting here playing chess and we all froze, not quite sure what’s going on,” Brown said. “The guy that was in front of me said, ‘Oh, look, there’s police running inside the barbershop.’”
Paerce said the shop will likely be closed for the rest of the weekend as he and his staff process what happened.
“I feel for them both,” he said. “Somebody lost their life today. Another person isn’t going to have their freedom for a very long time, if ever again. It’s a tragedy no matter how you look at it.”
Carter is being held in the Allegheny County Jail as she awaits a preliminary hearing.
