CHARLEROI, Pa. — President Donald Trump cited Charleroi in an executive order suspending the United States Refugee Admissions Program.

The executive order, issued on Monday, says the USRAP is suspended until the further entry into the United States of refugees aligns with the interests of the United States.

The order claims cities and small towns like Charleroi and Springfield, Ohio have seen significant influxes of migrants over the last four years.

“The United States lacks the ability to absorb large numbers of migrants, and in particular, refugees, into its communities in a manner that does not compromise the availability of resources for Americans, that protects their safety and security, and that ensures the appropriate assimilation of refugees,” the order said.

The Secretary of Homeland Security was ordered to suspend decisions on applications for refugee status. However, the Secretary of State and the Secretary of Homeland Security may jointly determine to admit immigrants to the United States as refugees on a case-by-case basis. They must determine that the entry of those immigrants as refugees is in national interest and does not pose a threat to the security or welfare of the United States.

According to the order, the Secretary of Homeland Security and the Secretary of State will submit a report to Trump regarding whether resumption of entry of refugees into the United States under the USRAP would be in the interests of the United States, but ultimately, Trump will determine if the resumption of the program is in the interests of the country.
