State police said David Andrew Rebar, Jr., 59, had a pistol on him when he came out with his hands up to turn himself over to troopers.

“He surrendered peacefully to members of our SERT Team,” said Trooper Cliff Greenfield.

Police say the gunman got into an argument with his 80-year-old mom inside their home on Center Drive around 10:30 a.m. Saturday. They said Rebar shot her in the arm. She is expected to survive.

“I don’t think he intended on shooting anybody,” said Teresa Walker, a neighbor who has known the family for a decade.

The mother was able to run out to Walker’s brother’s house next door. Walker rushed over to help.

“There was just a lot of blood everywhere, and she was in a lot of pain and she was in shock,” Walker said.

Walker told Channel 11’s Antoinette DelBel her sister-in-law called 911 as they put pressure on the wound and tried to keep their friend calm.

“I had said, ‘Are you a believer?’ and she said, ‘Yes.’ I said, ‘Let’s just pray for the Lord to give you some calm and peace of mind.’”

Moments later, the SWAT Team surrounded the house with their guns drawn.

Police said Rebar barricaded himself inside, kicking off a seven-hour-long standoff.

“Troopers on scene established a perimeter,” Trooper Greenfield said. “In the course of that activity, the man inside the home began to fire several shots inside the home.”

Neighbors were told to stay inside their homes as streets were shut down.

Police said Rebar came out of the house and surrendered just before 5 p.m. after SWAT officers brought a bulletproof shield to the scene and began to move in.

“We never saw him as a threat,” Walker said. “We never expected anything like this to happen in the neighborhood. This is a great neighborhood. We never have problems here.”

No one else was inside the home at the time.

Police say detectives seized more than one gun from the house.

Rebar is in the Westmoreland County Prison facing charges for aggravated assault, simple assault and recklessly endangering another person.
