PITTSBURGH — On Aug. 18, 2024, police and EMS were called to the intersection of Rosedale and Tacoma Street; a nine-year-old girl, Courtney Carter, had been hit and killed by a driver.

In the months following the crash, neighbors and the young girl’s parents told Channel 11 News they are still concerned about the intersection and want a stop sign added to Rosedale Street along with other safety measures.
“Somebody else’s child is going to end up like mine, I don’t want to see that,” said Corey Carter, the father of Courtney Carter.
It has been nearly five months since Carter’s nine-year-old daughter Courtney was hit and killed while riding her bike along Rosedale Street in Homewood. Carter told us despite time and promises the city has done little to improve safety.

“I still have to deal with my daughter not being here every day for something that could have been prevented,” Carter explained.
According to data collected in 2023, before Courtney was hit and killed, there had been three car crashes along Rosedale Street in the past three years. There was a record of excessive speeding on Rosedale Street, and countless 3-1-1 complaints.
We reached out to Councilman Khari Mosley who represents the district to get answers, Mosley explained that in the days following the fatal crash, members of the Fatal Crash Response Group, the Department of Mobility and Infrastructure (DOMI), Public Safety, and the Mayor’s Office met on site to discuss the crash and assess next steps.
“In this case, it was a stop sign, what they call a stop bar, and crosswalk put in place at Rosedale and Tacoma,” explained Councilman Mosley.
But when Channel 11 News traveled to the intersection there was no stop sign on Rosedale Street. Corey said the crosswalk and stop bar, a line on the street that shows drivers where to stop, was not enough.
“You have to slow down for a speed bump, you can’t just ride over a speed bump you’ll mess up your car,” Carter said.
Carter explained that in addition to a stop sign on Rosedale, he would like to see a speed bump put in to force drivers to slow down.
We asked Councilman Mosley if they planned to put in a speed bump or an additional stop sign. He said he’s working to see what else could be done with this year’s budget (2025). Noting that stop signs are more feasible.
“Speed bumps are in the five figures of cost and generally a city council district gets maybe a handful of speed humps throughout a calendar year,” he said.
Carter told us that Courtney would have been 10 years old on January 5th, and he hopes the city will give him the gift of safety for her birthday.
“We are not trying to live on empty promises,” Carter said.
